The irony when people mention "Singaporeans"

Usually, when people chide their own countrymen online.It will go like this "Aiya, typical Singaporeans".The irony is that, since there seems to be so many Singaporeans who oppose the wrong-doers.

But, there is still a huge propotion of wrong-doers?Or are all who speak out the considerate ones?

Also, is it safer to say that the number of considerate Singaporeans is in propotion with the inconsiderate ones?
